Description

The Royal Borough of Kensington & Chelsea (RBKC) is inviting tenders from sufficiently experienced and qualified contractors for the provision of data management services to the Royal Borough of Kensington and Chelsea air quality automatic monitoring sites (KC1, KC2, KC3, KC4 and KC5).

The contract will be established for a duration of 36 months. The delivery of the contract is anticipated to begin on 01/07/2024.



The objectives of this contract are:

-Collecting data via modem from instruments at a frequency of no less than hourly.
-Carrying out regular automatic and daily manual validation checks (by trained analyst) to ensure the validity of the data 365 (5 days per week manual checking).
-Scaling data to take into account calibration information / tests undertaken by the Local Site Operator (LSO), conforming to the requirements of the AURN / LAQN as appropriate, for the dissemination of data.
-Validating and ratify all data (QA / QC) every three months, taking into account service records / calibration records and audit results.
-Storing all continuous data as 15 minutes averages in a suitable database and ensure data is held on a secure system and backed up.
-Ensuring valid data collection reaches a minimum of 90% in one year.
-Screening the instrumentation for faults, temperature deviations outside normally operating, conditions and report immediately any faults and deviations to the DMU, ESU and the Council.
