Currently, National Highways does not have a viable channel or process to deliver the required education, training and policy verification capability through the existing channels.

The product required is a channel that will be used to push out communication and training to the affected user base (including non-permanent members) along with automated methodologies for verifying delivery, reading and understanding of the delivered material.
