Description

NOTE: This notice was updated on 13 November 2015 for the following reason: The Council has made the decision to withdraw this tender opportunity on the basis that none of the submitted proposals met our requirements.The Council is seeking software providers capable of supplying and implementing modern HR and Payroll systems, with full employee and manager Self Service functionality including purchase and implementation of the system over a 60 month initial support term. The system support services shall be provided for the initial support term. Thereafter, the Council may subscribe to the software support services on an annual basis.

The system should encompass the follow modules:

HR administration.
Payroll (Including standard reports integrated for key payroll functions and LGPS data including CARE scheme).
Workforce development (training administration, qualifications, appraisals).
Time and attendance (absence and flexi-time).
Employee and manager self service.
Management information through self-service reports and a standard reporting tool.
Recruitment (desirable)
Organisation charts (desirable)
Building access (desirable)

All the above modules must be fully integrated. Additional integration with existing systems such as the Council's Finance system will also be required.

In addition, the system must have the capacity to accommodate an increasing number of employees and employee related records.

The system must be capable of running within and coexisting with the Council's existing and planned ICT infrastructure.
