Description

This project combines 2 elements: a) An electric bike share scheme/network. This is defined by having the ability to pick up and drop off bikes at more than one location. There should be a minimum of two locations. b) a bike loan/ library scheme. This is defined as a service which provides longer term access to bikes without the need to buy them.
Bidders have the opportunity to bid for one, or both elements; however, if a supplier bids for only one element, they will have to subcontract the other element. UDC would like one supplier with a potential subcontractor if needed. Suppliers may also engage local bike shops to support their delivery plan.
For both schemes, the bidder will be required to provide a cost effective, flexible, high quality and value for money bike share scheme to be run in Saffron Walden to increase sustainable travel.
a)Electric bike share scheme
The equipment supplied will need to be 'electrically assisted pedal cycles' (EAPCs).
a.Location(s) and number will be determined by the operator in conjunction with UDC. The bidder will be guided by the survey results, based on the most desired location(s), types of bikes, and likelihood of usage, as well as their own expertise and data.
The bidder should present an options appraisal based on the above.
b)Bike loan / library scheme
•The equipment provided here will be a mixture of conventional pedal bikes, EAPCs, and at least one e-cargo bike.
•Whether this service is based at a fixed location or mobile is a decision that should be made in conjunction with UDC.
•We are open to suggestions and ideas of how to best run this scheme

For both a) and b) the bidder must provide a robust booking system as well as a comprehensive support service spanning maintenance, insurance and re-balancing scheme for the EAPCs. Including the following:
a.Replacement of any faulty or unusable bikes
b.A helpline for riders who need support
c.Battery recharging of all EAPCs
d.Providing new users with a demonstration video or leaflet containing health and safety advice
e.Insurance to cover the entirety of the scheme

If only one element is bided on by a supplier, that is acceptable but the other element will need to be subcontracted.
