Description
Highways England continues to roll out the Asset Delivery model to its operational areas. There is a requirement to deliver a range of renewal, improvement and selected small scheme construction works on the Strategic Road Network in areas utilising specialist contractors working collaboratively with Highways England to deliver these works. It is envisaged that this framework will straddle two Road Investment Strategy (RIS) periods (RIS 2 and RIS 3) enabling a smooth transition between them. Works for schemes have been divided into a number of workstreams that align with the contractors' specialisms, and will also include design. Bandings have been introduced into the framework model to differentiate some contracting terms between bands.

Organisations please note that where there are existing Highways England contractual arrangements for Scheme Delivery (for example such as construction Works Framework), it is expected that once these existing arrangements expire, these areas will then access the Framework. The Selection Questionnaire has been launched on the Bravo e-sourcing system. Instructions for registering and using the Bravo system are provided below.
1) Register your company on the eSourcing portal
- browse to the eSourcing Portal: https://highways.bravosolution.co.uk and click link to register;
- accept T&C's and click 'continue';
- enter your correct business and user details;
- note username you chose and click 'Save' when complete;
- you will receive an email with unique password (please keep this secure).
2) Express Interest in tender
- login to portal with the username/password;
- click 'PQQs/ITTs Open to All Suppliers' link. (These are pre-qualification questionnaires or invitations to tender open to any registered supplier);
- click on relevant PQQ/ITT to access content;
- click the 'Express Interest' button at the top of this page;
- this will move the PQQ/ITT into your 'My PQQs/My ITT's' page. (This is secure area reserved for your projects only);
- you can access attachments by clicking 'Buyer Attachments' in 'PQQ/ITT Details' box.
3) Responding to tender
- click 'My Response' under 'PQQ/ITT Details', you can choose to 'Create Response' or 'Decline to Respond' (please give a reason if declining);
- the 'Messages' function to communicate with the buyer and seek clarification;
- note deadline for completion, then follow the instructions to complete the PQQ/ITT;
- there may be a mixture of online/offline actions to perform (there is detailed online help available). You must then submit reply using the 'Submit Response' button at the top of the page. If you require assistance please consult online help, or contact the eTendering help desk.
