Description

Locks are an integral component of any prison or secure accommodation. Business, procedural, and operational processes across the Justice system are heavily dependent on the flexible delivery and implementation of locking services across the estate.

We are looking to procure locking services predominantly for HMPPS and HMCTS that will provide resilience and mission-critical services in accordance with the provisions in the contract. There is also a chance future use of the services may extend to MOJ's overseas territories and secure hospitals in England and Wales.

We are looking to provide modern locking services in line with the complex market shifts and market offerings, to include the requirement to evolve with Ministry of Justice (MoJ) as an organisation, scaling up and down according to business need over time.

Locks in general play a key part in ensuring:

- Threats to the security, safety, order and control of the establishment are detected and deterred.
- Crime and suspected criminal activity is detected, reported and deterred.
- Security measures are applied lawfully, safely, fairly, proportionately and decently.

The objective of this Locking contract is to ensure a consistent supply of custodial locks and locking components, that meet our customers specification and are delivered within in agreed lead times. It also supports in the delivery of security equipment. Additional supporting services also include training, technical support, installation, maintenance, delivery, refurbishment, and the provision of drawings.

Any supplier will need to:
- work with MoJ and its agencies to ensure it can deliver locks and components in line with delivery plans/programmes.
- be able to respond to oversights in projects ordering locks at short notice, flexing manufacturing schedules to supply locks at short notice.
- be able to respond quickly to emergencies e.g. relock of prisons where there has been a security breach.
- manufacture and deliver in line with set KPI's built into the contract.
