Description

Overview
Sandwell Council, Borough Economy, are seeking to offer the rights to deliver a festival over four days (or two sets of two days) at Sandwell Valley, in the West Midlands.
Sandwell Valley Country Park Festival Tender 2023 - Sandwell Valley Showground
Sandwell Valley Country Park is the jewel in Sandwell's crown. With over 308 hectares of open countryside, Forge Mill Farm, Sandwell Valley Visitor Centre, RSPB Visitor Centre Adventure Playground, Visitor Attractions, Heritage Sites and Monuments, Mountain Bike Tracks, Outdoor Sports Facilities, and Walking Routes for all ages and lots more. Sandwell Valley is a short walk from West Bromwich Town Centre, with transport routes from Birmingham, Dudley, Wolverhampton, Solihull, Walsall and other locations in the West Midlands, and close to both M5 and M6 junctions.

The council would like to build a successful programme of major events in Sandwell Valley which is appealing to its local community demographic and make up as well as to the broader sub region and region. The council's view is that offsite parking arrangements will be required for this venue. The council's intention is to develop a vibrant and sustainable event programme which builds over the coming years to provide income levels from year one of a minimum of 50k, building to 70k a year.

The successful bidder will have a contract to allow for the following:

1. Use of Sandwell Valley Showground, including Dartmouth Park as a pedestrian entrance to the festival venue, for at least two weekends, or over four consecutive days for festival live times.

2. Two-day festival build before the live dates, and one day festival build set down, after the festival live dates.

3. Exclusivity on the following rights for income generation as part of the festival tender within the Sandwell Valley Showground, and ingress/egress points (excluding highways):

a. Tickets.
b. Sponsorship (subject to conditions and approval of sponsors).
c. Concessions (including food, drink, and alcohol - subject to licence).
d. Fair and attractions (if part of the festival offer).

The tender does not include the following (separate charges will apply for these items, if required):

1. Utilities - electricity and water supply.
2. Festival infrastructure.
3. Festival staff, including security, medical, and health and safety compliance.
4. Insurances and licences.
5. Traffic management costs.
6. Any grounds reparations as a result of festival build.
7. Waste disposal.
8. Additional toilets (beyond the provision already available on site).

Bidders should submit proposals that include the following:

1. Amount offered to Sandwell Council for the rights for four festival days (consecutively or over two weekends), based on the specification above.

1. Request a site visit where an events officer will show the site, provide site plans and capacities. A site visit must be made as part of your tender (site visits available at request from 10th October - 21st October).

2. There will be a bidders evening where all bidders will be able to visit Sandwell Valley, and see a presentation of our vision for events in Sandwell is and the facilities, transport infrastructure, and other factors that will allow for a festival to be successful.
