Description

Overview
Sandwell Council, Borough Economy, are seeking a consultant or consultancy to draft improvement plans for 180 Green Spaces of various sizes and uses across Sandwell before the end of Jan 2023.
Term of Contract
The term of the contract is from 17th October - 31st Jan 2023.

Service Concessions Specification

This specification is subject to a detailed brief and outputs to be set out in the contract. An estimation of costs per day and an overall estimated cost for the project as per the current spec is required as part of this tender.
Please note the council reserve the right to reject any supplier that are not able to deliver the above within the timescales.

The successful bidder will have a contract to:

1. Conduct a site visit to each of 180 green space sites: sites range from small amenity green spaces (ranging from 0.2 hectares to 8 hectares - total 397 hectares, average just over hectares per site).

2. Complete the following at each site:

o List of all assets (furniture, bedding, features, signage, interpretation, facilities) including assessment of quality and repairs required.
o Take pictures of the full site including assets, entance and exits, outside views from the green space (of the area directly surrounding).
o Note nearby community assets / residential areas / businesses / transport links.

3. Provide a basic assessment of:
a. Immediate issues to address: i.e. health and safety issues and quick fixes that will immediately provide impact for the community.
b. Improvements required to assets (either asset removal, replacement, repair, or additions) that will enhance quality and value, or address a quality / value concern from the Green Spaces Audit for the site.
c. Opportunities for the space to improve quality and value scores (Using the green spaces audit for the site as a guide).
d. Any local schools, community groups, residential areas, businesses that would be target stakeholders for improving the asset.
4. Some sites will also require the following (estimation of 20 sites):
a. Discussion with local groups / stakeholders on views for the Green Space.
The improvement plans are a starting point of our work on improving these Green Spaces. A template for the improvement will be provided, and aligns with our Green Spaces Strategy, the last Green Spaces Audit, and what we already know about the site. A key part of this is to check our data on assets and have site photos and conditions for each site so that we can programme this into our new system monitoring these works in future.
