Description
Network Asset Risk Metric (NARM) is a recently developed regulatory concept that relates to energy network company's asset management activities, and has evolved from the RIIO-1 Network Output Measures (NOMs) and Network Asset Secondary Deliverables in RIIO-ED1. It is being implemented in the forthcoming network price controls, and Ofgem will require assistance in monitoring the outcomes in the early implementation so that lessons learnt can be implemented in future price controls.
Ofgem requires consultancy support on the implementation and development of the NARM for Network Price Controls and closeout of the RIIO-ED1 Price control. NARM is a policy area protecting consumer value associated with >10bn investments across the price control periods and reliability and resilience of the networks over longer term future.
The successful tenderer shall perform the following main tasks to support Ofgem in the development of NARM policy:
* Providing specialist advice;
* Leading internal discussion sessions with the Ofgem team;
* Producing internal discussion notes/papers;
* Reviewing and commenting on Ofgem's drafting of internal and external publications;
* Liaising with Ofgem's external stakeholders such as the network companies to lead discussion on the key issues and possible solutions
