Description

Ofgem is expecting to make a series of key decisions in the coming months, on which expert advice will be needed. These include:
1Gas transmission charging:
Potential industry-led Uniform Network Code ('UNC') changes linked to the ongoing National Gas Transmission ('NGT') consultation on: 'NTS GCD 13 - Impacts of Existing Contracts on Transmission Services Charges'.
Potential industry-led changes to the General Non-Transmission Services ('GNTS') methodology.
1. Capacity neutrality arrangements (linked to issue ref. CMF003 and CMF008).
2. Gas access arrangements.
3. Gas Security of Supply.
4. Shrinkage arrangements.
5. Gas System Operator (GSO) incentives.
6. Identifying areas of reform ahead of RIIO-T3.
7. Gas connections.
Ofgem is looking for a consultant with relevant technical subject matter expertise on these areas. The contract will be managed by the Gas Charging & Access team, but the successful tenderer will also be expected to work with other Ofgem teams, such as the GSO Reg. team and the Security of Supply team. The successful tenderer will be expected to assist Ofgem in identifying interactions and cross-cutting impacts among the different gas policy areas mentioned above.
Contract activity will cover some base tracking and review of ongoing activities (e.g. including tracking national transmission system charging methodology form (NTSCMF) and Transmission Workgroup) together with specific work (including analysis, exploration of issues with team members, development and review of change proposals, policy development etc) as agreed from time to time.
The bulk of the contract's time would be associated with specific activities as agreed with the contract manager and will include bi-directional background briefing and knowledge sharing. In this context, and subject to the contract manager's instructions, this may require engagement with internal Ofgem and external stakeholders. The allocation of the successful tenderer's time across the 6-month period will be subject to the discretion of the contract manager and will be driven by the requirements of the projects in which the consultant will be involved.
