Description

The monitoring stations and associated plant and equipment at the following 4 sites shall be covered by the servicing, maintenance repair and breakdown contract:

o West Bromwich Air Quality Monitoring Station

o Birmingham Road Air Quality Monitoring Station - this site is currently affiliated to the Automatic Urban and Rural Network (AURN)

o Haden Hill Air Quality Monitoring Station

o Wilderness Lane (Great Barr) Air Quality Monitoring Station

Accurate reporting relies on the automated monitors being correctly serviced, maintained, calibrated and operated. To avoid mathematical annualisation of data, it is vital that a minimum percentage of data capture is maintained.

Local Authorities are required by Part IV of the Environment Act 1995 to undertake monitoring of the national air quality objectives within their area. This has been ongoing in the Sandwell Metropolitan Borough Council area since December 1997.

The EU 2008 Ambient Air Quality Directive (2008/50/EC) sets legally binding limits and target values for concentrations of major air pollutants. These are translated in UK legislation in the Air Quality Standards Regulations 2010 (As amended).

Sandwell Metropolitan Borough Council declared the entire borough an Air Quality Management Area (AQMA) under s.83 of the Act due to exceedance of the levels of Nitrogen Dioxide. The borough remains an AQMA and operates an Air Quality Action Plan to introduce measures to reduce and mitigate levels within the borough.
