Description

Winchester City Council is seeking to appoint a professional consultancy / contractor for the management, design, supply and installation of an outdoor lighting festival in Winchester city in February 2022.

This Festival will be a first for the city and will act as a learning opportunity to build it into an annual event with increased participation, reach and draw. The aim is to have a multi centred and faceted Festival that still creates the sense of a coherent and joined up experience. One or two anchor installations at key locations north and south of the city, linked by smaller elements, lit routes or buildings across the city. We are keen to see elements that have a participatory element and/or stimulate audience interaction. The light displays must be designed to appeal to a wide audience demographic and be family friendly.

A single overall management contract is sought that will encompass the design, procurement, installation, operational and removal of the Festival lighting. For example the service is required to:

• Provide an overall design concept for the Festival
• Contract with and manage individual suppliers and contractors
• Devise a programme for installation, operational and removal of the Festival lighting
• Obtain approval via the council's Safety Advisory Group (SAG), including submission of event plans and necessary risk assessments.
