Description
The requirement is for development of the baseline for evaluation of the economic, social and health impacts of improvements in coastal access delivered by the England Coast Path Programme (ECPP). This is Phase 2 of three phases.
The appointed contractor will use the evaluation framework, methods and draft materials developed in a previous phase (Phase 1, which is complete) to produce the baseline. This will involve:
• further development as necessary of the method and materials developed in Phase 1,
• piloting and subsequent revision of the questionnaire for a survey of visitors to the England Coast Path ('the Path'), followed by collection of data using the survey,
• estimation of numbers of visits to the ECP using data from people counters, primary data collected alongside the visitor survey and data from other sources,
• collection of other secondary data,
• collation and analysis of the data and identification of factors likely to affect the counterfactual and potential sources of data.
• presentation of the findings in a report.
