Description

Refurbishment of the Green Field Pavilion, off The Green, Hartford, CW8 1QA. It is a difficult site with narrow vehicle access. A site visit is recommended.
Overview
Hartford Parish Council is a public body and as such is required to comply with the Public Contracts Regulations 2015 ("the Regulations") when it intends to procure or award a public supply contract, public service contract or public works contract, as defined by The Regulations, which is valued at £25,000 or more. The Regulations require councils to use the Contracts Finder website to advertise contract opportunities, set out the procedures to be followed in awarding new contracts and to publicise the award of new contracts.
The Council's Standing Orders and Financial Regulations also requires open advertising of the opportunity via appropriate media.
Existing Pavilion
The existing building was built in 1984 and consists of 3 changing rooms (home and away teams and the referee), 2 large shower rooms, toilets and a very small kitchen. It is a single breeze block construction, single glazed and has no insulation. The building is showing its age and is in a poor condition. Additional metal grills have been fitted to the doors and windows, for security purposes, giving an abandoned and neglected appearance.

An asbestos survey was carried out in January 2022 and didn't find any in the building although the original roof tiles are 'Eternit' asbestos cement tiles - original drawings are available on request.

Procedure
After the closing date the Tenders will be opened by the Clerk in the presence of at least one councillor.
The tenders will be accessed, with technical assistance from our architect, and scored against the following criteria:
Company base - distance from the Green Field.
Timescale - how long the work will take to complete.
Availability - how quickly the work can be programmed in.
Price - the Council is NOT bound to accept the lowest value tender.
The decision about which Tender to accept will be taken at a Council meeting. All tendering companies will be contacted after this meeting.

This invitation to tender issued under this regulation shall be subject to the terms of the Bribery Act 2010, which includes a prohibition on prospective contractors contacting councillors or staff to encourage or support their tender outside the prescribed process.
