Description

London Borough of Ealing is procuring a contract for an OFSTED registered provider to deliver a 6-bed short break service for children and young people with disabilities within the Borough of Ealing. The service would commence in April 2020, following the successful provider completing the required OFSTED registration to provide accommodation with personal care for children and young people aged between 9 and 18. The procurement shall be conducted in accordance with Section 7 (Social and Other Specific Services) of the Public Contracts Regulations 2015. The service will be delivered from newly built premises in Northolt. The building is currently nearing completion and the service design comprises of 6 bedrooms over two floors, and a communal space in a modern new build environment in secure grounds. Considerable work has taken place to ensure the design represents the best possible use of resources and space to produce a state of the art disability friendly environment. The contract for the Haydock service is likely to be a "core and flexi" model. Subject to the gradual phasing in of beds in year 1, the value of the core contract is likely to be in the region of £440k per annum. We anticipate the value of the flexible element to potentially be up to £184k per annum. The duration of the contract is likely to be (10) years with two (2) possibilities of five (5) year extensions. It is likely the successful provider will be required to sign a ten (10) year lease for the property, with two (2) possibilities of five (5) year extensions. The service will provide accommodation based short breaks for children and young people (aged 9 to 18) with disabilities. This is a diverse group of people, and the support they need will be person-centred and tailored to their needs, strengths, interests and in some cases, the risks they present to themselves and others. Child-centred planning with individuals and their families, and in some cases, crisis and contingency planning, will provide the basis for identifying the opportunities and activities offered. Short breaks provide structured safe activities for children and young people within the community, providing the opportunity for children and young people to have fun, learn, develop and gain independence. They also provide respite for families and help to support children to stay at home helping to prevent the need for children to go into care or go to residential boarding schools. A service is required so the Council can meet its statutory obligations to provide respite care for children with disabilities under the Children Act, and the services shall be required to reflect the following key policies, legislation and guidelines as follows: • Children Act (1989) • Short Breaks: Statutory Guidance on how to safeguard and promote the welfare of disabled children using short breaks (April 2010) • Short breaks for carers of disabled children: Departmental advice for local authorities (March 2011)
