The Council wishes to contract with a partner agency to operate a Winter Night Shelter from October 2019 until March 2020. The service will operate an open access night shelter from a Council leased premises on Darwall Street, WS1 1TP in Walsall Town Centre to offer overnight accommodation for rough sleepers.
