Description

North of England Commissioning Support (NECS) are working for and on behalf of NHS England and NHS Improvement North East and Yorkshire (Health and Justice) (the Contracting Authority) to conduct market engagement to obtain input and feedback in preparation for the tender of a contract for the provision of an Intermediate Care & Reablement Service, which will be located at HMP & YOI Moorland in South Yorkshire. This will be a new contract to provide intermediate care and reablement services for patients from the Yorkshire and Humber adult male prisons.

If this proceeds to market as a competitive tender opportunity the contract length will be for 3 years i.e. 1 April 2022 to 31 March 2025 (dependent on feedback and outcomes following market engagement).

The proposed contract will have an Expected Annual Contract Value (EACV) of £829,000 (financial threshold) and therefore a Total Contract Value (TCV) of £2,487,000 (financial threshold).
The Contracting Authority would like to gather soft intelligence from the market and are publishing a Request for Information (RFI).

The RFI and further documentation including a draft service specification will be available on the Intend Portal https://in-tendhost.co.uk/nhsnecsu/aspx/home from 16 December 2020 and the deadline for responses will be 12 Noon 12 January 2021. Please note that all communications and RFI submissions will be conducted via the Intend Portal. The portal can be accessed at any time of the day and it is free to register.

As part of the market engagement potential providers may be invited to attend 1:1 sessions if the Contracting Authority feels this will be necessary. Only providers that have completed the RFI may be offered any 1:1 sessions should they be arranged.

Please note that this exercise is not part of any pre-qualification process. It is intended as an awareness, communication and information gathering exercise offering an opportunity for provider organisations to help inform potential future service models and/or commissioning intentions.
