Description

NHS Brent Clinical Commissioning Group (CCG) is inviting suitably qualified and experienced healthcare providers to submit tenders for the provision of a Community Physiotherapy Service (CPS) for the patients of Brent.

As part of the NHS Brent Out of Hospital Strategy, Brent CCG wishes to redesign its community physiotherapy services provision. The new clinical model will require all referrals to be clinically triaged by suitably qualified and experienced practitioners, to ensure patients are directed to the right point of care.
Under a revised service specification, the new community based service is expected to deliver the following benefits:
• Improved clinical model - patients will have access to a high quality, safe, effective and standard service.
• Improved waiting times - within 5 to 10 days depending upon priority
• Patients seen in right place first time;
• Increased access flexibility and availability - patients may be referred to the service by their GP referral, when appropriate they may be directed to the service without needing to see a GP, or patients may self-refer.
• Patients will be able to book their appointments at convenient times to them, including evenings and weekend appointments at the Service locations.
• Quality of life improvements through personally tailored care and treatment;
• Earlier diagnosis of conditions, through shorter waiting times and the right care 
first time, allowing for early intervention as clinically appropriate;
• Providing services in an environment that supports education, patients and carers, including self-management
• Services will be much more integrated/ joined-up - between patients, carers 
and the clinical team,
No matter how patients access the service, all referrals will be clinically triaged against the same clinical guidelines and criteria before a decision is made on the appropriate treatment/care required.
The services will have to operate in an integrated way with a single patient record compatible with EMIS Web, which is the standard system used by primary care.
The service will also be expected to participate in providing health promotion advice and services for prevention of disease progression including, for example, exercise promotion
It is expected the new service will commence at the end of October 2018. It is estimated that the service will need to manage around 60,000 and 70,000 contacts a year. It is planned that the contract will be for 5 years. The annual value of the contract is estimated to be between £1.55m and £1.75m. The total maximum contract value is estimated at £8.75m

The services in the scope of this procurement are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).

The tendering process will be conducted in accordance with the requirements and flexibilities provided by Regulations 74 to 76 of the Regulations. Brent CCG will run a transparent tender process, treating all Bidders equally. For the avoidance of doubt, Brent CCG will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of services such as this.

Neither the inclusion of a Bidder selection stage, nor the use of any language or terms found in the Regulations, nor the description of the procedure voluntarily adopted by Brent CCG nor any other indication, shall be taken to mean that Brent CCG intends to hold itself bound by the Regulations, save those applicable to services coming within the scope of such as this.
