Description

BACKGROUND TO REQUIREMENT/OVERVIEW OF REQUIREMENT
HMPO wishes to procure a national photographic booth service. The service shall provide the customer with both a standard photograph service (non - digital) and a digital photograph service.
The digital photographic element of the requirements must support HMPO and Government Digital Services (GDS) objectives and be capable of adapting to on-going research with leading suppliers aligned to Open Identity Exchange (OIX).
The Digital Photographic Solution: shall provide appropriate digital transmission connectivity to the customer to a digital device such as a mobile phone, USB device or to a nominated customer email account The customer will then download their digital photo to their device or retrieve via an email from their phone to then upload to their on-line passport application. The main requirement is that the customer has access to where the image is stored. NB: The photograph only becomes the responsibility of HMPO when the customer uploads the digital photograph onto their application form.
The photographic image and other biometrics are an important component in HMPO's interactive strategy for customer authentication and verification. The proliferation of new photographic and biometric-based authentication services will play an increasingly pivotal part of solutions that can ensure personal data is secured and privacy protected throughout the entire supply chain.

The Invitation to Tender is estimated to be released by 3rd July 2017 via e-sourcing portal.

NOTICE TO SUPPLIERS
In December 2016, the Cabinet Office launched its minimum standards for government grants: These include the requirement that competition should be the default option when considering award of grant funding.
To comply, the Home Office has decided to manage its competitions using the Crown Commercial Services' (CCS) eSourcing portal. If you are not already registered for this service at the following https://gpsesourcing.cabinetoffice.gov.uk it is recommended that you take time to do so now as it can take up to 10-days. Organisations only have to register once, and this will enable you to:
• register and express an interest in funding opportunities
• participate in competitions, downloading, completing and submitting proposals.

To register as a supplier you will need to provide information including:
• the full legal name of your organisation
• your DUNS number - a unique nine-digit number provided to organisations free of charge by Dun & Bradstreet
• profile information describing your organisation and the size of your business
