Description

Arden and Greater East Midlands Commissioning Support Unit (Arden & GEM CSU), acting on behalf of Nottingham City CCG (themselves acting under co-commissioning delegated authority from NHS England) seeks a provider to offer high quality and safe GP services (in accordance with General Medical Service Regulations) for circa 3,179 raw/3,639 weighted patients from the existing purpose built premises located at 17a Tremayne Rd, Nottingham NG8 4HQ, from 1 October 2016. Nottingham City CCG is the Commissioner and NHS England (the National Health Service Commissioning Board) will be the Authority for the contract resulting from this procurement.

The practice boundary for patient registration extends to a three mile radius from the practice towards the City centre, and includes a large portion of the western side of the Nottingham City local authority area. There are six other practices within one mile of Grange Farm. There is unlikely to be significant housing growth in the vicinity of the Medical Centre but there is potential to increase the list size.

For this service provision Arden & GEM CSU would like to encourage innovative solutions including consortia, strategic alliances and sub-contracts which will deliver value for money and improved services to patients. The services must be provided by GPs and Nurses and they will be required to deliver an outcome based service to include:
- High quality Primary Medical Services responsive to the needs of the local population
- Provision of professional advice to patients and promotion of healthy living with the aim of tackling the underlying causes of ill health
- Provision of all essential and additional services
- All Enhanced Services commissioned by NHS England, the Clinical Commissioning Group (CCG) and the local authority
- Robust business management systems and processes for improved patient experience
- Financial management - efficient use and maximisation of available resources.
The successful provider will need to adopt applicable national guidance.

There are staff directly employed on the current contract who may be subject to TUPE.

Contract value:
Estimated total contract value over five years is £1,735,000. Annual contract value is circa £350,000.

Contract duration:
The current APMS contract ends on September 30th 2016 and the Commissioners will be seeking to re-procure services under the terms of an APMS contract for five years from 1st October 2016. Approval to award for a longer term is currently being sought and tenderers will be advised if this is agreed.

Type of procurement procedure:
The procurement will be conducted as an OJEU Service Contract using an Open Procedure under the Public Contracts Regulations 2006. A Prior Information Notice (PIN) relating to this procurement was published in February 2016.

The most economically advantageous tender derived using the criteria stated in the Invitation to Tender (ITT) documents.
