Wiltshire Council is inviting tenders from tenderers to provide it with the services of Counsel at barristers' chambers ("Chambers") for the provision of specialist legal advice and/or representation in a local government context on behalf of Wiltshire Council and possibly Gloucestershire County Council ("the Services") under a Framework Agreement.
The following requirements are applicable to Wiltshire Council and Gloucestershire County Council where they choose to access one or more lots under the framework:
Being selected as a party to the Framework Agreement does not guarantee the award of any individual contracts under the Agreement or any other business with either Council. The number of Chambers that will be requested to become party to the Framework Agreement will be capped at 5 per Lot.
The fact that particular Chambers have previously provided legal services to either Council will, of itself, neither be an advantage nor a disadvantage in the current tender process.
Chambers may be required to provide advice and/or representation in respect of all Lots which may include non-contentious or contentious matters including but not limited to judicial review. Chambers may also be required to:
• Attend conferences (virtually or in person);
• Provide telephone and/or written advice;
• Attend case management hearings, pre-trial hearings and advocates meetings;
• Prepare for and attend hearings. Preparation in this context means reviewing instructions and papers, preparation of documents such as skeleton arguments etc).
