Description

This Prior Information Notice (PIN) notifies the market of a potential forthcoming procurement process to form the National Research Centre (NRC) to administer TIMSS 2023 in England.

The Department intends to invite potential bidders to respond to an Expression of Interest, likely to be posted in late September/ early October 2020.

England participates in international comparison studies to benchmark our education policy and performance against other countries, review system strengths and weaknesses in an international context, and monitor trends over time. This aligns with DfE's vision to offer world-class education, training, and care for everyone, whatever their background.

Organised by the International Association for the Evaluation of Educational Achievement (IEA), TIMSS is administered in over 60 countries worldwide with around 150 schools and 4,000 pupils taking part in the target year group/s in each participating country. The study compares the mathematics and science knowledge of pupils age 10 and 14 (equivalent to school years 5 and 9 in England) and also collects important background data that can be used to improve teaching and learning, such as information about the curriculum and curriculum implementation. In 2023, the study will be computer-based (eTIMSS) in England.

A significant proportion of the methodology for TIMSS is directed by the international study organiser, IEA, and its partners. Bidders will be required to adhere to this methodology to enable international comparisons of the data, but they will be able to add particular value to the success of the project through their approach to the recruitment and support of schools, and presentation and dissemination of findings.

Further details of the requirements will be included at the Expression of Interest and Invitation to Tender Stage, but as an initial guide, bidders will need to be able to provide evidence of:
• Effective administration of international assessments or research programmes in the education sector
• A record of success in securing high recruitment, retention, and response rates from a selected sample in research studies
• Proven ability of using and combining sources of data and applying advanced statistical techniques to produce high quality analysis and products relevant to the priorities of a range of stakeholders
• Excellent knowledge of the school system in England, current education policy and the maths and science curriculum at primary and secondary school level


The expected value of the contract is not being disclosed at this stage. The methodology and resources required will be detailed in any forthcoming Invitation to Tender (ITT)
