Description

Plymouth City Council (PCC) is seeking to commission the services of a suitably qualified and experienced consultant team to prepare a Sustainable Fisheries Plan and Development Study for the Sutton Harbour Fish Quay and Market Site (PLY26 Sutton Harbour Fish Quay) allocated in the Plymouth and South West Devon Joint Local Plan (JLP)) and associated infrastructure.
The purpose of the development study is demonstrate how the site could be developed to create a modern commercial fisheries complex that can support and enhance Plymouth's position as a leading centre of sustainable commercial fishing in the UK. To do this the team will need to bring extensive commercial fishing and ports industry expertise to assess the challenges and opportunities for Plymouth's fishing industry going forward; to be able to carry out careful assessment and analysis of existing facilities and processes; to be able to prepare plans for a modern, competitive fishing complex at Sutton Harbour and supporting sites; and to develop these plans into worked up scheme designs with full area schedules, build costs, development appraisals and supported by a phasing and delivery strategy.
The team should include leading commercial fishing experts, ports industry professionals, architects/ designers with marine development expertise, planners/ transport planners, property and cost consultancy. The team must have demonstrable experience of marine related development projects and of bringing forward specialist schemes on complex sites.
