Description

The Council is conducting the procurement exercise under the Light Touch Regime (LTR) Design Procedure in accordance with the requirements of the Public Contracts Regulations 2015 (PCR 2015) and the Public Procurement (Amendments, Repeals and Revocations) Regulations 2016.

The Council wishes to establish Contracts for the provision of local Neighbourhood Network Schemes (NNS), which supports the Council's priority of moving from a crisis response to prevention.
Adult Social Care's Vision (2020) is to enable citizens to live independently within their own homes and communities. Neighbourhood Networks Schemes (NNS) are therefore designed to enable engagement with and investment in community assets. The schemes are Constituency based networks which are aligned to individual community social work teams. Their purpose is to support citizens to connect to individuals, groups, organisations, activities, services, and places in their neighbourhoods.

It will be delivered in three distinct services which will be split into the following 3 Lots with 8 sub lots for Lot 3:

o Lot 1 - Citywide NNS and Prevention and Community Grants Programme Support service
o Lot 2 - NNS Grant Maker Service Edgbaston and Northfield Constituencies and city-wide NNS grants programme
o Lot 3 - Lead Facilitator Service (8 geographical sub lots):
3.1 - Edgbaston Constituency (excludes Grant Maker and Community Partnership Worker)
3.2 - Erdington Constituency
3.3 - Hall Green Constituency
3.4 - Hodge Hill Constituency
3.5 - Ladywood Constituency
3.6 - Northfield Constituency (excludes Grant Maker and Community Partnership Worker)
3.7 - Sutton Constituency
3.8 - Yardley Constituency

The existing NNS are now in their third year of delivery to Older Adults (aged 50 plus years) and the next phase of their evolution is to incorporate Asset Based Community Development Principles (ABCD) into their operation. This approach is integral to the community and strength-based social work model and the overall investment by Adult Social Care (ASC) in Prevention First. The requirement to develop community based preventative support for citizens over 18 years, with a long-term disability, is subject to approval of the Councils Budget Planning which goes to Cabinet in February 2022. The contract will commence on 1st April 2022 for a duration of 5 years, unless terminated under the terms and conditions of contract, with an option to extend a further 2 years subject to satisfactory performance and funding availability.
