Description
Hull City Council (the Authority) invites qualified bidders and interested providers to tender for the HeadStart Hull programme being procured under the CPN procedure under the light touch regime .
This service specification sets out the requirements for the HeadStart Hull programme. The programme provides Hull with an opportunity to change the trajectory of some of our most disadvantaged young people, and to impact on their emotional and mental wellbeing and on their academic attainment and school engagement, their risk taking behaviours, long term employability and ultimately their overall life chances.
The service will be divided into the following lots. Providers can bid for 1 or more lots.
Lot 1. Hull Play Rangers:
To provide a range of high quality play related activities during the school holidays to equip young people aged 10-16 years old and their families with improved communication skills; confidence and self-esteem; build family relationships; and increase peer networks.
Lot 2. Young People's Peer Mentoring:
To equip those young people in receipt of mentoring (mentees) with strategies and tools to improve social and personal skills, improve confidence and self-esteem, reduce anxiety, improve peer networks and reduce social isolation both in school and in the community and thus promoting positive emotional health and well-being.
Lot 3. Hull Parents Peer Mentoring:
To equip those parents in receipt of mentoring (mentees) with strategies and tools to improve emotional well-being and build resilience within families, improve confidence and self-esteem, reduce anxiety, improve family networks and family communication and reduce social isolation through improved parent peer networks in the community and thus promoting positive emotional health and well-being for the family.
Lot 4. Hull Group Work:
To equip young people and their families with strategies and tools to help improve their social and personal skills, reduce anxiety; improve confidence and self-esteem, enabling self-management socially and emotionally and thus promoting positive emotional health and well-being
Lot 4 will be sub divided into 3 geographical areas relating to the East, West and North of the city, which will be awarded to separate providers.
Under this contract the Supplier will be required to actively contribute to the achievement of social objectives. These include: skills development; employment and training opportunities within the locality of where the contract will be delivered; and other added value initiatives throughout the supply chain to support community programmes promoted by the council. Accordingly contract performance conditions may relate in particular to secondary considerations.
The Authority envisages that the staff working in the current service will transfer to the Service Provider or its subcontractors, under the Transfer of Undertakings (Protection of Employment) Regulations 2006 (SI 2006/246) (TUPE) along with the Services.
