Description
The successful provider will be expected to scope a potential campaign and social media approaches to increase active mobility with minority populations, specifically with reference to increasing walking and cycling. They will be expected to produce options that contain effective media approaches that will focus on BAME communities in 10 target wards of Birmingham, to specifically promote walking and cycling opportunities and encourage and increase in uptake of these opportunities.
The successful provider needs to formulate three ideas/concepts to us so that we have options to select from:
o We expect the agreed idea/concept/option to be developed by you, the provider
o We expect you, the provider to supply assets, to include artwork if necessary, to support the campaign, this will be in line with the agreed advertising channels and/or media selected to reach out to the target communities
In the development of specific messages, considerable insight has already been carried out, we expect the findings of this work to be reflected in the concepts and options presented. For example:
To gain an understanding of the requirements for the campaign, multiple surveys related to physical activity were completed in early 2020. These surveys were called Seldom Heard Voices and as the name suggests gained the views of multiple different groups that have previously rarely been heard. These groups included different ages, ethnicities and people with disabilities.
We expect the successful provider to start their work from w/c 7th December 2020,and be in a position to present the findings no later than the 31st December 2020 and Final Option Agreement / Produced with the Council early January 2021. Following the commission findings presented in December the Council then expect the campaign will be piloted in February, March and April of 2021.
