Description

The Council requires a Contractor to provide a strategic commercial approach to the management and governance of the Council's Highways Infrastructure Services Contract and other contracts and to ensure that all contract, commercial and risk management processes are managed to meet the contract and project outcomes.

The Council requires a suitably qualified and experienced consultant capable of delivering the following services in order to successfully deliver coordinated controls and governance for highway construction projects as and when required:

o Contract Management
o Cost and Budget management;
o Cost benefit analysis / value engineering;
o Change management;
o Programme management;
o Pre-contract and post contract cost planning and control;
o Advice on whole life cycle costs;
o Strategic cost advice;
o Project cost appraisals throughout all Work Stages challenging the highway contractor's delivery teams to produce efficient coordinated projects.
o The use of market testing to be utilised, if appropriate and approved by the Council;
o Timely and robust budget estimate and feasibility advice;
o Benchmarking against similar projects where appropriate;
o Risk advice and management;
