Description

Rotherham Metropolitan Borough Council (RMBC) are inviting bids from a number of organisations who might be able to provide services that meet RMBC's current demand for a Community and Home Care - Carers Emergency Service.

In Rotherham we recognise that informal carers are the backbone of the health and social care economy, and that enabling them to continue this role is vital. In order to meet our responsibilities under the Care Act and to contribute to two of the outcomes in our Carers Strategy (2016 to 2021):

1. Carers in Rotherham are more able to withstand or recover quickly from difficult conditions and feel empowered, and

2. The caring role is manageable and sustainable

Expressions of interest are invited from suitably experienced providers who are registered to provide home care and can provide standby care to be accessed in an emergency situation for a period of up to 48 hours or 72 hours over a bank holiday.

The Carers' Emergency Service will provide care in an emergency situation when the informal carer cannot provide their usual substantial level of care to a relative due to an unforeseen situation such as ill health, accident or admission to hospital. It is expected that care will be provided on the day of the request, within 1 hour if necessary, and may be for short periods of time to undertake specific tasks or for up to 24 hour care in the home.

The Provider will replace the care normally provided by the informal carer based on a previously agreed support plan devised as a result of a Carers Assessment and the Carer's registration to the Carers Emergency Scheme. Carer registration to the scheme is administered by RMBC

There is no guarantee of business for Providers under this Agreement. However an annual retainer is paid and payment for the service will then be made per activation at the agreed hourly rate by monthly invoice.

The contract will commence on or around the 1st April 2017 expiring 31st March 2020.

As an indication of usage, the current provider of the service has provided in the region of 30 hours of care per month over the last year, however this offer does not carry any guarantee of turnover and any estimated volumes of business are indicative and may vary upwards or downwards depending on actual future needs. The total budget for this contract over the three year period is set at no more than £39,000 (£13,000 per year)

The intention is to award to a single supplier.

All suppliers who wish to be considered for this quotation must register on the YORtender system and electronically complete and upload the quotation documents onto the system no later than Wednesday 22nd February 2017 at 12:00 noon. All Requests for Quotation must be returned through the YORtender system and will not be accepted by any other means.
