Description
NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of Norfolk and Waveney
Integrated Care Board (ICB) (The Commissioner) would like to notify the market of an opportunity to provide
primary medical services under an APMS Contract to the Greater Norwich population at Norwich Practices Health
Centre, co-located Walk-in Centre Services and the Vulnerable Adults Service through the Inclusion Health
Hub.
The service commencement date is 1 July 2024.
All interested providers are invited to participate in an early market assessment questionnaire. Please note the
deadline for expressions of interest is 12:00PM on 8th September 2023.
The Commissioner is looking for one provider to deliver the following 3 main components under a single APMS
Contract.
1. Primary Medical Service in Norwich: List Size as of 1st July 2023 Actual: 10, 882 and Weighted 9, 529.82
2. The Walk-in Centre (WiC) in Norwich: around 80k WIC contacts per year, however that is subject to further
work and the final figure for the tender may be different.
3. The Vulnerable Adults Service - Inclusion Health Hub
The purpose of this contract is to provide resilience into the Norfolk and Waveney health system and the successful bidder will have to prove how they will reduce health inequalities and increase integration amongst the
various other healthcare providers in Norwich.
The Commissioner is currently proposing the contract length will be a minimum of 5 years with the option to
extend and as part of the market engagement exercise are asking for feedback from potential bidders on the
contract term. Please note that whilst there may be an opportunity to comment on the contract length the Commissioners are not obligated to incorporate or change these.
The contract will start on the 1st July 2024 and the estimated annual value of the contract is £3,582,325 and will be subject to an annual uplift which is to be determined. The primary medical services will be open in line with the national core hours from 08:00-18:30 Monday to Friday with 2 evenings later opening until 19:00 and a minimum of a 3-hour session on a Saturday, Walk in Centre will be open 7 days a week 07:00-21:00 and the Vulnerable Adults Services - Inclusion Health Hub 9.00-17:00 Monday to Friday.

This is purely an early engagement exercise; any subsequent procurement will be advertised separately and all organisations wanting to participate will need to respond to the procurement advertisement as and when published.
This is a market testing exercise and does not commit the Commissioners to carry out a procurement process.
Current services will remain in place during this period in line with existing contracts and service level agreements.
The procurement will be advertised in accordance with the requirements of the Public Contracts Regulations 2015 (as amended) (the "Regulations") to the extent that the Regulations relate to services within the scope of Schedule 3 thereto (Social and Other Specific Services). The Commissioner and AGCSU are, therefore, bound only by those parts of the Regulations applying to Schedule 3 services.
