Deliver illicit tobacco work for the five West Yorkshire local authorities of Calderdale Council, Leeds City Council, Bradford, Kirklees and Wakefield as well as North Yorkshire County Council and Hull City Council. For West Yorkshire, this is part of a broader illicit tobacco programme of activity. The Council of the City of Wakefield has the role of lead commissioner (the Commissioner) on behalf of the other Local Authorities and is the contracting party with the provider.
