Description

North Somerset Council is exploring options for the provision of a Tier 2 Adult Behavioural Weight Management Service that provides multi-component programmes addressing dietary intake, physical activity, and behaviour change for adults who are overweight (BMI>25) or living with obesity (BMI>30), with the primary aim of promoting health behaviour change, which reduces and maintains a healthier body weight.

There will be two lots available:

Lot 2: Tier 2 commissioned service - Adults
Overweight (BMI>25) /Obese (BMI>30) adults aged 16+, this is a general group-led weight management service to target all age ranges and socio-economic groups, with KPI's to target: under 55's, lower socio-economic groups, black and minority ethnic groups and people with disabilities.

Services should reflect relevant guidance from NICE and PHE guidance:
• NICE (2014) Weight management: lifestyle services for overweight or obese adults [PH53]. Available from: https://www.nice.org.uk/guidance/PH53
• NICE (2014) Obesity: identification, assessment and management [CG189]. Available from: https://www.nice.org.uk/guidance/cg189
• NICE (2016) Obesity in adults: prevention and lifestyle weight management programmes Quality standard [QS111]. Available from: https://www.nice.org.uk/guidance/qs111

Overview:
Rates of overweight and obesity present a major challenge to the current and future health of the population. Being overweight or obese is linked to a wide range of diseases, most commonly: type 2 diabetes, hypertension, some cancers, heart disease, stroke, liver disease. Obesity can also be associated with poor psychological and emotional health, and poor sleep. Obese adults may also be more likely to suffer from stigma which may impact on their self-esteem.

Obesity reduces life expectancy by an average of 3 years, severe obesity reduces life by 8-10 years. In 2018 the majority of adults in England were overweight or obese; 67% of men and 60% of women. This included 26% of men and 29% of women in England who were obese. 2% of men and 4% of women were morbidly obese. Being overweight but not obese is more common among men (41%) than women (30%). Obesity, including morbid obesity, was more common in women (29%) than men and (26%).

Adult obesity was associated with neighbourhood deprivation. In the least deprived areas 20% of adults were obese compared to 36% of adults living in the most deprived areas.
