Description

Health Education England are putting out this notice as a PIN (Prior Information Notice) with a view to completing a Direct Award to University of Exeter (UoE) and the University of Liverpool.

The case for direct award can be found on the tender portal.

HEE is seeking a provider to deliver a Perinatal Clinical Psychology Programme
Heath Education England [HEE] believe that the University of Exeter and the University of Liverpool are the only university who can deliver and meet the specific requirements outlined in the specification to time, cost, and quality. They have the requisite expertise and experience to assist HEE in fulfilling Perinatal Mental Health Mandate deliverables and actions of UK government policy including the Long-Term Plan and People Plan. They have a track record of delivering a quality perinatal clinical psychology course.

The combination of specialist knowledge and previous experience mean the University of Exeter and the University of Liverpool team are uniquely placed to deliver this course.

In the event that the universities are unable to deliver the postgraduate training programme, there will be a detrimental impact on HEE service delivery for a number of reasons:
• NHS organisations will be met by increased pressure as Perinatal Mental Health workforce numbers and quality of care will drop if education and training improvement and delivery cannot be supported by the suppliers with their expertise of the workforce.
• Stakeholder engagement will be adversely impacted if HEE are unable to utilise the contacts and networks owned and facilitated by the University of Exeter and University of Liverpool uniquely.
For the Specification, Contract and the Case for Direct Award please access the portal at:

All communications should be made via the messaging function on the Health Family eTendering portal.
If any provider has concerns with the commissioning intentions outlined within the published documentation, please raise this via the eTendering Portal in the first instance within 30 days of the date of this Prior Information Notice.
The financial envelope for this PIN is £569,256.00 exclusive of VAT
The closing date of this PIN is midday on 14 March 2022
