Description

PLEASE NOTE: CLARIFICATIONS HAVE BEEN ISSUED FOR THIS PROJECT.

Portsmouth City Council, hereinafter referred to as the 'Employer' wishes to enter into a multiple supplier Framework Agreement which will be used to appoint 'Specialist Contractors' to complete individual projects ranging from £50,000 (though some projects may be below this value) to £500,000 in contract value via a competitive process. Although individual contract values are unlikely to exceed £500,000 there will be no cap on the maximum value of any project that can be tendered through the Framework Agreement.

It is envisaged that a two tier Framework Agreement will be set-up. The first tier would be the Primary tier and will be made up of the highest scoring 6 (or greater if 7 and 8 achieve the same score as 6) suppliers as a result of the evaluation process detailed in Section 14 of this document; the second tier would be a reserve of 4 - 6 suppliers. The primary tier suppliers will be asked to take part in mini-competitions from the Framework Agreement.

The Framework Agreement will primarily be utilised for projects for the construction of low and medium rise traditionally constructed domestic and commercial extensions, new kitchens, bathrooms, window and door replacement, school classrooms, floor coverings, fascia and guttering repairs and external landscaping together with all associated mechanical & electrical installations.

Two presentation open days have been arranged for interested suppliers to discuss the Framework Agreement with members of the Project Team, these will be held on Monday14th March 2016, 12:30 to 13:30 in meeting room 3 and Wednesday 16th March 2016, 10:30 to 11:30 in Meeting Room 4, at Somerstown Central, Portsmouth, PO5 4EY. Interested suppliers should notify the Employer via the In Tend system no later than Wednesday 9th March 2016; the space available is restricted so suppliers are requested to restrict attendees to a maximum of 2 persons; invitations will be offered on a first come basis.

The Council will establish the framework concurrently with the letting of a contract for Hilsea Lodge.

The contract will cover refurbishment works at Hilsea Lodge, Gatcombe Drive, Hilsea, Portsmouth, PO2 0TX. The project consists of the strip out and conversion of an existing office into 2 no. residential units together with external repairs. A full specification, associated documentation and pricing schedule are included within the tender pack.

The JCT Minor Works Building Contract 2011 (as amended 6th April 2015) will be used to let the Hilsea Lodge contract.
