Description
Evaluation of the Children of Alcohol Dependent Parents Innovation Fund
In April 2018 the Government announced new support to help children living with alcohol dependent parents. Plans were announced by the then Secretary of State for Health and Social Care, Jeremy Hunt, to help identify at-risk children more quickly, and provide them with rapid access to support and advice. The programme was backed by a 3-year £6 million fund from the Department of Health and Social Care (DHSC) and the Department for Work and Pensions (DWP). The programme includes a number of different elements, including:
- A £4.5 million innovation fund to allow up to 8 local authorities to develop plans that improve identification and support for children and parents where a parent (or other adult in the household) is dependent on alcohol. This support should include measures to reduce parental conflict.
- £1 million to fund national capacity building by non-governmental organisations delivered as section 64 grants.
- £500,000 to expand national helplines for children with alcohol dependent parents.
DHSC will be commissioning an independent evaluation of the innovation fund. It is expected that the evaluation will provide an overarching assessment of the activities undertaken by participating local authorities, focusing on how the fund has supported innovation, increased the numbers of families provided with support and improved outcomes for these individuals. It will also provide an evidence base to inform future policy and practice in relation to supporting children with alcohol dependent parents and experiencing parental conflict.

It is the intention of the commissioner that the procurement will be conducted as on OJEU Service Contract using an Open Procedure under the Public Contracts Regulations 2015.
The ITT is expected to be published in August 2018. It is anticipated that an external contractor will be appointed by mid-October, with the collection of baseline information starting shortly after
