Description
Blackburn with Darwen Borough Council is inviting tenders for the provision of a Highways Asset Management System inclusive of a street-works permitting module. The contract is for a period of five years with the council having an option to extend for a further period of up to five years (10 years in total). The Council requires a go live date of 01st March 2020 to tie in with a decommission date for the current systems of 31st of March 2020.
The Authority is seeking a software as a service (SaaS) arrangement. The solution need to be hosted and fully managed by the provider(s) / partner(s) and be accessed via a secure internet connection (meeting the UK Government mandated security requirements).
The provider should have a positive attitude to open API's and implement a facilitate that allows the authority to initiate API integration as easy as is reasonably practicable.
The system \ solution must comply with all current legislation relating to the services specified for example Local Street Gazetteer to current data transmission format, Streetworks Permits to EToN specification and be working on the connection to Street Manager, energy submissions etcetera.
The Supplier shall be required to project manage the implementation, configuration and integration of their system(s) / solution. The Supplier shall be required to proactively work with, support and communicate with the Council during the Contract Period, including but not limited to the implementation of user acceptance testing, training and upgrades.
The system must have proven demonstrable functionality to manage, support, record, process and report the performance of assets in the following service areas;
• Highways
• Street Lighting
• Drainage
• Bridges and Structures
• Public rights of way
• Road markings
• Street furniture
• Road traffic accidents
• Traffic regulation orders
• Streetworks
