Description

Wokingham Borough Council (WBC) is seeking to commission a suitably experienced and competent D & B Contractor to carry out the redevelopment and regeneration of Elms Field in Wokingham Town Centre. The Works will include completing the detailed design and the construction of the new buildings which include a new hotel, supermarket, boutique cinema, residential properties, new infrastructure and public open spaces. This is a prestigious development and is the 2nd phase of the town centre regeneration.
The project will be out for tender in the autumn/winter of 2016 with the appointment of a contractor during 2017 for an early summer 2017 commencement on site.

The tender process will be based on a two-step tender, converting to a fixed price JCT 2011 Design and Build contract at the end of stage 2. A maximum of 5 contractors will be invited to tender; these will be selected based on the PQQ submission.

During the first step, the tenderers will be asked to prepare a submission that will include - Fixed preliminaries, fixed overheads and profit, a design and construction programme, and the production of a guaranteed maximum price including a contract sum analysis. The responses to this step will then be analysed and scored and one contractor will be chosen, on the basis of the weighted award criteria described in the ITT document, to go forward to the second step.

During the second step, the appointed Contractor will be asked to firm up their Guaranteed Maximum Price and submit a lump sum price for the scheme.

The Employer's Requirement documentation will include Planning Approval documentation, planning conditions plus further drawings and specifications. The works are estimated to be in the region of £25m. Contractors will be required to demonstrate considerable experience in this type of work and that they are able to work within a community environment and adopt an innovative and value-led approach.
