Description

As part of a strategic review of energy operations Birmingham City Council is seeking engagement and input from the external marketplace regarding the future development and operation of a fully licensed energy supply company.

The Council's aspiration for this market consultation is as follows:

1) to allow the City Council to gain a greater understanding of the market offerings for securing an energy supply license (including 'license in a box' type offers) and related industry systems
2) to allow the City Council to explore the available options for utility based customer relationship management and billing systems
3) to understand the available market offers for outsourced customer service operations - to include interaction centres, document fulfilment and e-mail services
4) to seek to understand the available services for the provision of meters and smart meters, meter operation, data collection and aggregation in addition to the emerging smart meter strategy
5) to review available options for the provision of marketing services - including brand development, market testing, overall marketing strategy, campaign design, management and execution and communications
6) to understand the available market capabilities to support a growing energy supply company in the trading of gas and electricity for supply to customers
7) to evidence successful methods and associated services used to tackle fuel poverty

Background

The last few years has seen significant change in the energy market with many 'challenger' energy companies emerging to compete with the traditional 'Big 6'. Within this aggressive market development have been a number of local authority owned entrants to the market showing an emerging strategic model for energy supply within local areas.

As the largest local authority in Europe with an annual energy spend of some £30m and a housing stock in excess of 60,000 homes BCC has been considering options to become an energy supplier to the market. Having recently undertaken an options appraisal the decision has been taken to develop a full business case (FBC) for a fully licensed energy supply company. As part of this FBC, BCC require access to the market to understand the various product and service offerings that are available along with a clear understanding of the track record of suppliers in the delivery of these offerings.
