Supply, manufacture, construct, implement, deliver, operate and decommission the TM required for
Birmingham 2022 Commonwealth Games at competition and non-competition venues, together with any
other CWG sites or locations requiring TM measures.
The services to be delivered as part of this are, but not exclusive to:
- Project Management;
- Traffic Management Services;
- Temporary traffic management equipment
- Ancillary Site Equipment;
- Manufacture and supply of statutory, wayfinding and information signage
- Specialist labour to operate equipment including Vehicle Permit Checkpoints (VPC) at all specified
locations;
- Specialist labour to manage crowd movements at venues and transport hubs; and
- Non-specialist labour (traffic stewards) to manage access to venue car parks. (This is a requirement for
the OC).
The West Midlands Combined Authority (WMCA) is seeking to appoint a Contractor to undertake the
delivery of the Local Area Traffic Management and Parking (LATMP) plans and the Games Route Network
(GRN) for the Birmingham 2022 Commonwealth Games (CWG). In addition, the appointed Contractor will
provide on-going support as and when required to the TfWM Games Traffic Management (TM) team until
the end of the CWG.
The objectives of the procurement are:
- The West Midlands Combined Authority wishes to appoint a Contractor to provide Traffic Management
delivery services to Transport for West Midlands (TfWM) as the delivery agency for the CWG Traffic
Management programme. The scope will cover a variety of disciplines to enable the Authority to fulfil its
role of supplying, constructing, implementing, operating and decommissioning TM for the Games Route
Network and venue traffic management requirements across the West Midlands.
- The services listed are those anticipated to deliver the CWG Traffic Management programme, however,
other services not foreseen at the present time may be required as and when the need arises.
The procurement of the TM delivery Contractor is the final phase in the CWG Traffic Management
programme prior to the delivery of the traffic management measures for the Games.
The detailed design of the TM has already been undertaken to set out the TM measures for the LATMP
and GRN.
The Contractor is required to work with TfWM to value engineer all aspects of the TM design with the
benefits for the Contractor as set out in the conditions of contract.
The TM works package has been divided into two Lots of venues. The Contractor is invited to tender for
one or both Lots.
The Lots have been decided partly on a geographic basis and partly based on allocating an even quantity
of requirement across the two Lots.
Lot 1 anticipated Lot Value is £1.8m plus £0.5m (additional services) = £2.3m Total Lot Value
Lot 2 anticipated Lot Value is £1.6m plus £0.5m (additional services) = £2.1m Total Lot Value
