Description
Local Authorities have a statutory responsibility under the Housing Grants, Construction and Regeneration Act (HGCR) 1996 to award Disabled Facilities Grants (DFG's) and provide a service which administers and delivers these grants, and the adaption works in line with the above legislation.
The DFG's represent a long standing and established means tested capital grant, which enable either a private homeowner or a tenanted occupier of a single residential home with disabilities to have adaptions installed by providing monetary grants which either fully or partially contribute to the costs of any approved adaption works. These works enable improved access to and around homes, better and easier use of bathing and bedroom facilities, and aid and maintain independent living.
Typical examples of adaption work include:
Minor works: creating a level access shower room, widening doorways, installation of handrails (wood/metal), providing ramps into the property, installation of wall mounded shower chairs.
Major works: complex installations, large scale building works or ground floor extensions and other domestic conversions.
Specialist work: installing and maintaining stair lifts and hoists
Specialist work: installing specialist ramps and handrails (fabricated handrails - galvanised steel)
It is the intention of Liverpool City Council (LCC), to establish a Framework Agreement to help deliver works of this nature. LCC require a range of contractors within this new framework to provide the full suite of allowable disabled adaptation works on a task-order call-off basis, and the aim of this procurement is to establish a framework agreement where five separate Lots are created.
The five intended lots within the proposed Framework Agreement will cover the following scope of works:
• Lot 1 - DFG Minor Adaptation Works (based on a Schedule of Rates)
• Lot 2 - DFG Major Adaption Works (based on further competition for each scheme)
• Lot 3 - Supply, Installation & Maintenance of Domestic Stair Lifts & Hoists
• Lot 4 - Minor adaptations including urgent works
• Lot 5 - Minor adaptations handrails including urgent works
