Description

The Contracting Authority is procuring the services for an integrated recruitment, payroll, HR and training service (the 'RPT Services') that are associated with the employment, by the Contracting Authority, of up to 47,000 employees to make up the Field Force that will help deliver the 2019 Rehearsal and 2021 Census for all households and communal establishments in England and Wales.

Objectives

The Contracting Authority currently expects the provider of the RPT Services (the RPT Supplier) will:
- provide a flexible, secure and assured RPT services to deliver up to 47,000 competent, engaged and enthusiastic members of the Field Force throughout England and Wales, ready to work on both the 2019 Rehearsal and the 2021 Census;
- deliver the RPT Services using a collaborative approach;
- identify opportunities for the Contracting Authority (and Government as a whole) to realise wider benefits from the delivery of the RPT Services.

Recruitment, Pay and Training service high-level requirements
In preparing it's plans for delivering the Census Transformation Programme, the Contracting Authority currently predicts the Field Force will include up to 500 staff to deliver the 2019 Rehearsal and up to 46,500 staff to deliver the 2021 Census.
The Field Force staff will need to positively engage with the public to encourage them to promptly complete both the 2019 Rehearsal and the 2021 Census questionnaire (either online or in paper).
There will be a range of roles and levels, spanning different dates, as well as a variety of contract length and working times. This may require tailored approaches within the RPT Services to successfully deliver all aspects.

Positive user journeys that appeal to a wide and diverse range of candidates will be essential for the engagement and retention of Field Force staff throughout the recruitment, training and deployment process.
In order to deliver both the 2019 Rehearsal and the 2021 Census, the Contracting Authority is proposing to make the best use of all available technology. This is both to provide the Field Force with their individual work schedules (via a field work management tool) and as a central communication tool.

It is presently envisaged that the scope of the RPT Services may comprise:
- a recruitment service;
- a training service;
- a human resource (HR) management service;
- a payroll service.
