Description

The Community Pulmonary Rehabilitation service covers all GP practices in South East Staffordshire Locality. The aim of the service will be to:
• Provide pulmonary rehabilitation services, including services for post Covid patients registered with a GP in East Staffordshire or South East Staffordshire and Seisdon Peninsula CCGs.
• Promote and embed pulmonary rehabilitation through a structured exercise and education programme as an essential component in the management of patients with Chronic Obstructive Pulmonary Disease and other chronic respiratory conditions, including the effects of COVID, if clinically appropriate.
• Delivery of a comprehensive 6-week, twice weekly, programme of supervised exercise and education for the patient.
• Provide a multidisciplinary programme of care for patients with chronic respiratory impairment which is individually tailored and designed to optimise each person's physical and social performance and autonomy.
• Accept referrals from General Medical Practitioners, Practice Nurses, Community services, respiratory Consultants, Respiratory Nurse Specialists, and other relevant clinicians.
• The provider shall provide this service to all eligible persons within South East Staffordshire and Seisdon Peninsula CCG (South East Staffordshire locality only) and East Staffordshire CCG registered with a South East Staffordshire or East Staffordshire GP.
Outcomes:
• Efficient and timely contact following a referral
• A 6-week rehabilitative programme that will improve health outcomes and quality of life for service users
• An average reduction in anxiety and depression levels in those attending the programme
• A reduction in Accident & Emergency attendances and emergency admissions
Contract Period
The initial contract will be for 2 years with the option of an extension up to 12-months. The CCG is looking for providers that are confident that they could commence services on 2nd May 2022.

Light Touch Regime' services: This procurement is for clinical services which are light touch regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations('Regulations'). Accordingly, the Contracting Authorities are only bound by those parts of the Regulations detailed in Chapter 3 Particular Procurement Regimes Section 7. The Contracting Authorities are not voluntarily following any other part of the regulations. The procedure which the Contracting Authorities are following is set out in Annex 1. As the CCG is a relevant body for the purpose of the National Health Service (Procurement, Patient Choice and Competition) (No 2) Regulations 2013 these regulations also apply to this procurement.

Midlands and Lancashire CSU is conducting this procurement exercise as a central purchasing body for another NHS body with whom the successful bidder(s) will enter into contracts for the supply of the services.
