Description

- The Greater Manchester Combined Authority (GMCA) are looking to commission an evaluation of the Warm Homes Pilot being delivered across five local authorities (Bolton/Oldham/Rochdale/Salford/Wigan). The pilots were commissioned in May 2022 and will conclude in March 2023.
- The evaluation methodology should be primarily qualitative and involve engagement with the following groups:

1. Residents who participated in the Warm Homes Pilot and experienced/were in receipt of the interventions developed by each of the respective local authorities housing teams. An information sharing agreement is in place for this purpose.

2. The housing teams from the five local authorities who are participating in the work (Bolton/Oldham/Rochdale/Salford/Wigan).

3. Health and social care partners in the five local authorities (Bolton/Oldham/Rochdale/Salford/Wigan) that the programmes are being delivered.

- The aims of the evaluation are:
• To understand the different programmes across the five local authorities and the outcomes they achieved.
• To understand good practice good practice demonstrated in each pilot.
• To develop learning for improvements in each pilot.
• To ascertain how effectively the budget has been used in each area.
• And to establish whether the pilots have achieved the outcomes agreed at the outset of the pilot.

A key aim of the overall programme is to assess the programme's effectiveness of a) using housing interventions to connect residents into health services and b) identifying those who may be at risk of developing health conditions that are exacerbated by their housing situation. The evaluation should assess whether each programme met these aims.

The evaluation outputs will be:
- i) written report of findings, including an executive summary
- ii) a presentation of findings to stakeholders both at Combined Authority and local authority levels including those who both participated and chose not to participate in the Warm Homes Pilot.
