Description
Medway Council is the only unitary authority in Kent with both waste collection and disposal responsibility.
Serving a population of around 248,000, Medway Council has a diverse geographic, socioeconomic and housing stock profile.
Medway is classified as a rurality 3 mixed urban and rural with higher deprivation authority
Medway is ranked within the 30% most deprived local authorities nationally in the 2019 Indices of Deprivation. Of 163 output areas 14 are ranked in the 10% most deprived and 37 in the 20% most deprived nationally. Conversely 4 areas are ranked in the 10% least deprived and 17 in the 20% least deprived nationally
Collecting from 114, 850 properties comprised of approximately 77% standard kerbside properties, 9% limited frontage kerbside properties and 14% communal properties.
Medway Council is seeking a consultant to perform a waste composition analysis of residual and mixed dry recycling from communal properties served by the following scheme types:
Type 1: Properties serviced by bulk containers (developments 6 units and above with communal space)
Type 2: Properties serviced by kerbside sack collections (below 6 units or without communal space e.g. flats above shops)
Medway Council's aims for the data from this analysis are:
to quantify the amount and capture rates of targeted recycling materials present in bulk bins servicing flats to assess current service performance
to establish a baseline to determine the potential impact of forthcoming UK environmental legislation on extending services to these types of property (Consistency in recycling Collections, Extended Producer Responsibility and Deposit Return Scheme).
to provide information to inform potential decisions on the future separate collection and disposal of recycling from communal containers
This Contract is anticipated to commence February 2023 with work completed by December 2023 subject to reasonable adjustments after contract award based on sampling methodology and scheduling.
The draft procurement activity timetable in the Appendix of this specification should be consulted alongside this specification dependent upon whether a 1 phase or 2 phase sample is undertaken.
