Description
ORR would like to appoint an advisor to provide a detailed assessment of Network Rail's property income forecast contained in Network Rail's Strategic Business Plan (SBP) and supporting documentation.
The advisor should inform us of their view of the likely property income for NR for CP6 and CP7 (the ten years from 2019 to 2029). Note that this assessment is on an annual, route-level basis (Network Rail divides its business into 8 operating routes).
The advisor should review and assess the SBP provided by Network Rail on 8 December 2017, along with any supplemental information published in February 2018. The review will cover both revenue income as well as capital sales and profit projections.
