Description
The London Borough of Tower Hamlets is committed to improving quality of life for vulnerable socially excluded people through the delivery of supported housing. We aim to commission supported housing services for people with mental health problems that are recovery-orientated, which promote flexible and innovative approaches to service delivery, which drive up efficiency and effectiveness in the use of resources, and which promote a safe alternative for service users where residential care may otherwise have been considered.
We are looking for a competent and innovative provider to deliver Supported Living Services that is safe, effective and which promotes personalisation, prevention and early intervention for users with a mental health need. The service has an emphasis on supporting the transition for service users who may have had a significant admission to institutional care, focussing on supporting them in their journey towards recovery and independence.
This accommodation based service will need to deliver both, a high support and step down accommodation for service users. The service is currently provided in two buildings Heather Lodge (High support) and Glaucus Street (Step Down) with staff located at Heather Lodge. However these buildings are not available to bidders. Providers are required to identify a suitable building within Tower Hamlets able to meet these requirements at least no less than 29 self-contained units.

Bidders should note that the Contract relates to services that fall under the "light touch" regime of Regulations 74 to 77 of the Public Contracts Regulations 2015. This Procurement Exercise will therefore be run in accordance with the Public Contracts Regulations 2015 as they apply to "light touch" services. While the Authority is following a process similar to an Open Procedure to set up a Framework Agreement under the Public Contracts Regulations 2015 neither that fact nor any other statements, acts or omissions of the Authority in connection with this Procurement Exercise should be taken as indicating that the Authority intends to be bound by the provisions of the Public Contracts Regulations 2015 or the general principles of the Treaty on the Functioning of the European Union to any greater extent than applies by law
