Description

Crown Commercial Service as the Authority is putting in place a Pan Government Collaborative Framework Agreement for use by UK public sector bodies (and any future successors to these organisations), which include Central Government Departments and their Arm's Length Bodies and Agencies, Non Departmental Public Bodies, NHS bodies and Local Authorities.
The above Public Sector Bodies require a Framework Agreement that provides facilities management services.

The Category's current position, in line with stakeholder engagement, is for a Lot structure that provides opportunities for regional as well as national providers.

The estimated value of the Framework Agreement, the Lot structure and Lot values will be confirmed within the OJEU publication, however it is anticipated that individual contract values will range from £500 and potentially up to £1.4Bn.

The purpose of the PIN is to:

1. Give advance notice that Crown Commercial Service (CCS) as the Contracting Authority, is to consider undertaking a tendering exercise to set up a new contracting vehicle to service Central Government and Wider Public Sector Organisations for their Facilities Management Services requirements.

In developing the Lot structure via market engagement CCS will consider a variety of contracting vehicles (e.g. framework(s), direct contracts and/or dynamic purchasing models for all or part of the requirement) in order to demonstrate a leaner sourcing approach and deliver greater value for money. Consideration is being given to the inclusion of specific defence and security requirements of MOD being incorporated within the framework that could be achieved via subsequent further competitions

2. Gauge the market interest in this procurement.

3. Identify suppliers who would like to participate in an Industry webinar to allow us to provide the market with an overview of the process CCS and partner organisations are looking to undertake. The webinar will be held on 19th May. The specific details of the webinar will be confirmed to suppliers that register with the CCS FM Team.

4. There will then be an industry boot camp, which will explain the business requirements and current procurement strategy in more detail and the intended outcome. This will provide an opportunity for suppliers to engage, ask questions and feedback. The industry boot camp will be held on 6th June. The location and timings will be confirmed to suppliers that register with the CCS FM Team.
