Description
The Environment Agency is the primary responsible organisation on the waste crime front line and needs to ensure its resources are deployed as effectively as possible. To confidently assess the effectiveness of its interventions the Environment Agency needs a reliable baseline to compare against.
This problem is complex. Waste crime is an umbrella term that captures everything from fly-tipping to the illegal export of waste, so a basket of measures may be more appropriate. The EA invites bids to take an innovative look at this challenge. We would like a multi-disciplinary team to think laterally to identify novel ways for the EA to estimate the scale of waste crime. The successful team will have the latitude to explore the issue, but will be expected to review how a range of disciplines, organisations, and countries quantify 'hard to observe populations', and critically assess their applicability to waste crime.
