Description

Consultant to Identify Options for the Construction of Mortuary and Pathology Centre(s)

The majority of the West Midlands metropolitan area (six of the seven local authorities) is covered by two coronial jurisdictions: Birmingham and Solihull, and the Black Country (Covering Dudley, Sandwell, Walsall and Wolverhampton). The Coroner will investigate deaths for their respective areas, where:

o The cause of death is unknown
o The cause of death is unnatural; or
o The deceased was in a state of detention, e.g. police custody, at the time of their death

For the Coroner to discharge their legal duties several support services need to be in place which includes:

o Storage of bodies.
o Movement of bodies between mortuary/pathology facilities and funeral homes.
o Undertaking autopsies (digital and invasive).
o Undertaking histology and toxicology tests.
o General enquiry, investigation and inquest.

Following a recent review of Mortuary and Pathology Services across the Birmingham & Solihull, and Black Country Coroner's Services, several key recommendations were made and accepted in full by the relevant Local Authorities.

One of the key recommendations was to consider the development of a Centre of Excellence for mortuary and pathology services for the two coronial jurisdictions to include:

o Mortuary(s) to accommodate the volumes of deaths referred to Coroners (estimated 10,000 across both jurisdictions) with 3,000 of those deaths requiring post mortem or digital autopsy scanning.
o Post mortem and digital scanning facilities
o The provision of Histology and Toxicology Services

The six local authorities covered by the two jurisdictions are seeking to appoint a consultant to identify options for the construction of mortuary and pathology centre(s).

The duration of this project will be no more than 10 weeks.
