Description

West Northamptonshire Council is seeking quotations for a service to provide professional and technical support on both define projects and routine operations via environmental monitoring to 4 closed landfill sites within the geographical region of West Northamptonshire.

West Northamptonshire Council (WNC) has a statutory duty to manage 4 of these closed landfill sites. Not all the sites are owned by WNC, however under the legislation the statutory duties and liabilities sit with WNC. These former landfill sites were constructed using "dilute and disperse" principles with very little information regarding how the sites were engineered or what type of wastes were deposited.

The approach taken to managing these sites is predominantly planned and prudent (avoiding unnecessary costs) however there is expected that an element of additional technical support required due to review of the routine environmental monitoring data/site conditions potential for on-site systems having operational issues/failure.

The Council accepts that these sites present risks and although the risks are mitigated, they will always remain. Work is undertaken to investigate and understand the risks posed has helped the Council understand which sites present the most significant risks.

The Council is therefore looking for a Service Provider to provide professional and technical support to both defined projects and routine operations via environmental monitoring to the closed landfill sites.

There are currently 4 closed landfill sites for which West Northants Council (WNC) has liabilities:
• Gayton Landfill (and associated Leachate Treatment Plant)
• Dodmoor Farm Closed Landfill
• Farthinghoe Closed Landfill
• Woodford Halse Closed Landfill

These sited do not have any engineered containment, nor do they have gas extractions and only Gayton Closed Landfill site has a leachate/management extraction system and on-site treatment plant (operated by others).

The are 2 main work streams that WNC will require technical support are;
1. Environmental Monitoring and reporting - 4 sites
2. Technical Support - at any or all of the 4 sites required on an adhoc request for quote basis

The work streams interrelate but not duplicate.
