Description
The Milton Keynes Strategy for 2050 (adopted January 2021 as an annex to the Council Plan) presents a long-term strategy for the growth of Milton Keynes borough to a population of around 410,000 people from around 270,000 today, set within a context of growth across the wider Oxford-Cambridge Arc.
As part of the Strategy, the Council sets out our intention to explore new governance and delivery models that give greater democratic control over the quality and pace of development. The Strategy states that any future arrangements should enable us to meet three principles.
Strong vision and leadership, driven by high quality community engagement
Mechanisms that enable us to secure more of the value of development and land value to create investment that can benefit the community; and

To that end, Milton Keynes Council recently secured ?665k of funding from the Department of Levelling Up, Housing and Communities DLUHC to explore options for alternative approaches to delivering our long-term growth programme. This Delivery Mechanisms project is expected to last 18-30 months, in two broad phases, with the role of the Expert Advisor engaged for at least 18 months of that project.
During the first phase, the Council intends to understand existing and future barriers to delivery across the range of development sites and typologies in the growth programme; identify the requirements, capacities and resources that would best enable the delivery of high quality growth that meets the Council's ambitions, explore the full range of delivery bodies, mechanisms, partnerships and approaches that are available or could be created, and determine which mechanism, or mechanisms, are most appropriate to address our specific challenges.
In the second phase, the full range of issues relating to the establishment and operation of the preferred approach determined through phase one would be explored further through the development of a business case. The subsequent establishment and long-term operation of the proposed model is outside of the scope of this project.
